What Is the Federal Skilled Worker Class?

The Federal Skilled Worker Class is one of three programs managed through Canada's Express Entry system, alongside the Canadian Experience Class and the Federal Skilled Trades Program. It is designed for people with skilled foreign work experience who want to settle permanently anywhere in Canada outside Quebec.

Applicants who meet the minimum requirements enter a pool and are ranked using the Comprehensive Ranking System (CRS). Highest-ranked candidates receive an Invitation to Apply (ITA) for permanent residence in regular draws held by Immigration, Refugees and Citizenship Canada.

Eligibility Criteria

Skilled work experience

At least one year of continuous full-time (or equivalent part-time) paid work in the last 10 years in a TEER 0, 1, 2 or 3 occupation.

Language ability

Minimum CLB 7 in English (IELTS General) or French (TEF Canada) across all four abilities: reading, writing, listening and speaking.

Education

A Canadian secondary or post-secondary credential, or a foreign credential with an Educational Credential Assessment (ECA) from a designated organization.

Selection factor points

A score of at least 67 out of 100 on the six selection factors: education, language, experience, age, arranged employment and adaptability.

Proof of funds

Settlement funds appropriate to your family size, unless you are already authorized to work in Canada and have a valid job offer.

Admissibility

You and your accompanying family members must be medically and criminally admissible to Canada, and plan to live outside Quebec.

How to Apply

The Federal Skilled Worker Class application runs entirely online through Express Entry. Here is the sequence most successful applicants follow.

    Confirm eligibility

    Verify your NOC/TEER code, take a language test and order an ECA if your credentials are from outside Canada.

    Create an Express Entry profile

    Submit your profile online. If you meet the Federal Skilled Worker Class criteria you enter the pool and receive a CRS score.

    Improve your CRS score

    Retake language tests, add a provincial nomination, claim a spouse's credentials or gain further experience to move up the pool.

    Receive an ITA and apply

  • Small language gains matter most — moving from CLB 8 to CLB 9 can add dozens of CRS points.

  • Register in provincial nominee streams in parallel — a nomination adds 600 CRS points.
  • Keep documents current: expiring language tests or police certificates can invalidate an application.
