IRCC issued 800 Invitations to Apply (ITAs) in a category-based Express Entry draw targeting candidates with French-language proficiency, requiring a minimum CRS score of 466. This is the second draw of December, following a Provincial Nominee Program (PNP) draw on December 2.

November saw six draws with 5,507 ITAs issued, continuing trends favoring Canadian Experience Class (CEC) and PNP candidates. These trends align with Canada’s Immigration Levels Plan, which allocates 82,980 permanent resident admissions to “In-Canada” streams next year, including candidates from CEC, FSWP, and FSTP.

Francophone candidates outside Quebec will benefit from increasing PR admission targets, with 29,235 planned for 2025 and further increases expected through 2027 under IRCC’s Francophone immigration strategy.
