Immigration, Refugees and Citizenship Canada (IRCC) has conducted a new Express Entry draw, issuing 421 Invitations to Apply (ITAs) to candidates through the Provincial Nominee Program (PNP).

To be eligible, candidates needed:

  • A minimum Comprehensive Ranking System (CRS) score of 727, and
  • An Express Entry profile created before 5:11 PM UTC on September 9, 2024.

This marks the second PNP-focused draw in April, following the earlier round on April 14. So far in 2025, IRCC has issued 31,929 ITAs through Express Entry.

April’s draws have exclusively targeted PNP candidates, with no other Express Entry categories selected. This continues a trend seen since early 2025, with the last Canadian Experience Class (CEC) draw taking place on February 5, 2025. Other category-based draws (except for French-language proficiency) have yet to resume this year.

IRCC has reaffirmed its commitment to prioritizing CEC candidates and those within priority categories in 2025. As outlined in the 2025-2027 Immigration Levels Plan, Canada aims to welcome 395,000 new permanent residents this year, with 232,150 expected through economic immigration streams like Express Entry.

Can Your Family Join You Through Express Entry?

Yes! If you are granted permanent residence through Express Entry, you can include your spouse, common-law partner, and dependent children in your application.

A dependent child is defined as:

  • Under 22 years old and not married or in a common-law relationship, or
  • Over 22, financially dependent since before 22, and unable to be financially independent due to a physical or mental condition.

Additionally, once you become a Canadian permanent resident or citizen, you can sponsor your parents and grandparents through specific family reunification programs like the Parents and Grandparents Program or invite them on a Super Visa.
