Canada continues to be one of the most sought-after destinations for international education—but staying up to date with immigration policy changes is crucial for making the right decisions. Two recent updates from Immigration, Refugees and Citizenship Canada (IRCC) are especially important for students, agents, and schools to understand.

📌 1. Increase in Financial Requirements for Study Permit Applicants

Effective September 1, 2025, all new international study permit applicants will be required to show proof of $22,885 CAD in available funds to cover living expenses. This is an increase from the current $20,635 CAD and applies in addition to tuition and travel costs.

Why the increase? IRCC is aligning the financial requirement with updated cost-of-living estimates to ensure international students are not financially vulnerable during their stay. This change is meant to promote better outcomes for students and reduce dependence on food banks, shelters, and informal work.

🎓 2. PGWP Program Removals and Reinstatement: What Happened?

On June 25, 2025, IRCC made a surprise announcement that shook the international student community:

  • 178 non-degree programs, primarily from public-private partnership colleges, were removed from PGWP eligibility
  • 119 new programs were added, prioritizing those aligned with labor market shortages

This move aimed to ensure that PGWPs were being granted to students in programs that truly lead to employment and integration into Canada’s workforce.

However, the change triggered immediate backlash from schools, provinces, and student advocacy groups due to the sudden nature of the decision and its impact on thousands of current and prospective students.

As a result, on July 4, 2025, IRCC announced a temporary reversal of the decision:

The 178 programs that were removed have been reinstated and will remain PGWP-eligible until early 2026, when a more permanent framework will be introduced.

💡 What This Means for You

  • If you’re applying for a study permit after September 1, 2025, your proof of funds must show $22,885 CAD, in addition to your tuition and travel costs.
  • If you’re already enrolled in, or planning to apply for, a non-degree program through a public-private partnership, your program may still be PGWP-eligible—for now. But this could change again in 2026.
  • You should regularly check IRCC’s official site or consult a licensed immigration consultant to confirm the latest PGWP eligibility list.
